Des Moines council approves street, trail and facility contracts and parking changes

The Des Moines City Council on Feb. 23 approved a series of contracts and ordinance changes for street, trail and facility projects and moved to adopt parking and traffic-code modifications tied to the Euclid Avenue improvement project.
Council accepted the low bids and authorized contracts for: the East Locust Streetscape (INROADS LLC, $1,590,789); Glendale Abbey exterior improvements (ByState Masonry Inc., $705,825); Guthrie Avenue Trail (Caliber Concrete LLC, $259,272.27); Southeast Industrial water main (Thorpe Contracting LLC, $2,226,515.16); and Skywalk exterior improvements (Bergstrom Construction Inc., $391,500). Staff noted the Glendale Abbey bid came in roughly $300,000 under the engineer's estimate. Each item was moved, seconded and approved by the council, typically by unanimous voice vote.
The council also introduced amendments to Chapter 114 of the municipal code covering parking modifications and turn restrictions associated with Euclid Avenue and adjacent streets, and agreed to waive second and third readings for most items while scheduling a separate action for a loading zone at the next meeting (March 9).
Public comment on the consent agenda included praise for targeted pedestrian enforcement and a staff request for a $261,000 grant from the Governor's Traffic Safety Bureau to continue enforcement in high-injury corridors.
Next steps: staff to finalize contract paperwork and post bid/contract documents; the loading-zone change will return as a separate agenda item at the March 9 meeting.
