Hemet council updates ADU rules to comply with state law; unanimous vote

Community Development Director Monique Alanis Flater described the item as a continued hearing to repeal and restate the ADU ordinance to include junior ADUs and to incorporate state law standards. Changes discussed included allowances for detached ADUs over garages with a minimum 10-foot side and rear setback for certain new construction, clarifications on maximum height for one-story detached ADUs near transit corridors, and privacy and design criteria consistent with Hemet Municipal Code section 90-315gs.
One registered speaker, Scott Garrett, expressed support; a resident, Anne Smith, voiced opposition citing aesthetics and housing-cost concerns. Councilmembers debated privacy and local impacts but noted the amendments align the city with state law. Councilmember Peterson moved and Councilmember Lodge seconded the motion; all members voted yes and the ordinance amendments were adopted (5-0).
