Cumberland County commissioners adopt two bond-guarantee ordinances and multiple consent resolutions

The board read on title and voted to adopt Ordinance '20 26 dash 1 0 1,' authorizing the county to guarantee payment of principal and interest on up to $18,000,000 aggregate principal amount of County-guaranteed lease revenue bonds issued by the Cumberland County Improvement Authority. Director Taylor announced the ordinance was finally adopted and noted the 20-day window for legal challenge began to run from the first publication date on Feb. 24, 2026.
The board next read and adopted 'Ordinance 20 26 dash 0 2,' authorizing a county guarantee of up to $16,000,000 aggregate principal of County-guaranteed lease revenue bonds issued by the Cumberland County Improvement Authority. Both ordnances were adopted on final reading after the board opened and closed public hearings with no public comment recorded.
By unanimous voice or roll-call vote the commissioners also approved a series of consent resolutions covering procurement and grant activity. Items passed on the consent agenda included:
- Resolution 2026-141: award of a contract to supply and deliver gasoline and fuel for Cumberland County and cooperative members (CCPS bid 25-53).
- Resolution 2026-142: authorization to submit and, if awarded, execute a SNAP administration grant application with the New Jersey Department of Human Services, Division of Family Development (state fiscal year 2026).
- Resolution 2026-143: application for FTA Section 5310 capital assistance grant funding for the Office on Aging (federal fiscal year 2025).
- Resolution 2026-144: approval of the South Jersey Branch First Responders grant program award ($4,700 stated in the agenda language).
- Resolution 2026-145: rescission and correction of prior resolutions and budget account numbers related to an Innovation Grant pass-through and RFP resubmission (RFP 24-57 resubmission).
- Resolution 2026-146: award of a non-fair-and-open contract to acquire a Hisco 6040 EBO 2 X-ray system and associated equipment, warranty and parts for the Cumberland County Sheriff’s Department.
- Resolution 2026-147: consent to the proposed Lower Delaware Water Quality Management Plan amendment for the Eutopia Area Sewer Project.
- Resolution 2026-148: execution of an Atlantic City Electric Company funding agreement for an HVAC program.
- Resolution 2026-150: award of a contract for a FOIA/OPA workflow platform software.
- Resolution 2026-151: award of a contract providing water treatment services (bid 26-01).
On finance matters the treasurer reported Jan. 2026 opening cash of $19,024,674.02, receipts of $9,100,390.35, disbursements of $14,014,089.67 and an ending cash balance of $14,110,874.70; investments reported totaled $52,278,214.99. The board accepted the treasurer’s report and authorized payment of salaries and wages.
All recorded roll calls in the meeting, including votes to adopt the bond-guarantee ordinances and to approve the consent agenda resolutions, were entered on the record with commissioners answering 'Yes' when called.
The board closed public comment on resolutions, completed scheduled appointments and reports, and adjourned the meeting.
