Staff described a rapid solicitation and interview process, then recommended EPIC for a combination of local ties, a flat‑fee proposal and a strong preconstruction approach. Project staff said EPIC’s flat fee reduces the risk of change‑order driven cost increases and provides hands‑on preconstruction services that help refine budgets and schedules. “What really stood out with EPIC was the comment of, if there's something wrong with your equipment or your pool, we don't want you chasing subcontractors,” project staff said, noting EPIC’s commitment to coordinate warranty and follow‑up services.
Council members raised questions about EPIC’s direct experience with vertical concrete pool vessels; staff acknowledged EPIC will subcontract the vertical concrete work but said EPIC has performed comparable tank and tall‑wall projects and would provide active third‑party oversight. One council member noted separate public reporting about an unrelated company named Epic; staff clarified EPIC Construction of Keeler is a different firm.
The motion to authorize negotiation passed. Staff said they hope to issue a bid package as early as June, with a construction package targeted for August or September, and an eye toward a spring 2026 opening if schedules and weather allow.
