Platteville declares emergency for Pine Street water‑main repairs; council directs staff to solicit quotes

The Platteville Common Council voted May 27 to declare an emergency under Wisconsin Statute 62.15(1)(b) to accelerate repairs on Pine Street after an April 8 water‑main break undermined pavement between 4th and 2nd streets.
Public works staff (Howard) described two repair options based on engineering estimates: Option 1 — replace the water main and pavement from Oak Street to 4th Street at about $285,000; Option 2 — replace from Oak to Chestnut Street at just under $830,000. Howard told the council Delta 3 engineering identified multiple undermined areas and recommended removing and replacing concrete in the affected blocks.
Howard said declaring an emergency would allow the city to solicit quotes and shorten the procurement timeline; without the emergency the standard bidding process could delay completion to around Labor Day. He estimated an accelerated timeline could see work completed by mid‑August, but multiple city events (including the car cruise and Southwest Music Fest) complicated scheduling and traffic detour planning.
Council discussed traffic routing for heavy trucks, staging, temporary traffic signals, and the practical limits of alternative detour routes through narrow residential streets. City staff said the water utility would fund the replacement and the project could be financed with borrowing added to the regular water and sewer revenue bond issue; the water & sewer commission recommended starting with Oak–4th. The council approved the emergency resolution and directed staff to solicit quotes from multiple vendors.
Next steps: staff will solicit quotes under the emergency procurement route, evaluate responses and report back to the Water & Sewer Commission and council on cost and schedule options.
