Harahan council approves restricted recreation donation, ice machine purchase and Halloween festival permit

The Harahan City Council voted to accept a restricted donation intended for the city’s recreation department and approved a capital budget amendment to buy an ice machine for the concession stand.
Council members questioned whether the donor was identified in the resolution; staff said the funds come from previously raised monies held in the 'no limits play' account and will pay for a four-post shade covering at the playground. The resolution passed with 3 yeas, 1 abstention and 1 absence.
Separately, the council approved a capital amendment to purchase an ice machine for the Recreation Department concession area; members discussed whether the unit could also support emergency operations and were told it would remain in place for public use but could be made available if needed. That ordinance passed 4–0 (one absence).
The council also approved a permit for Little J’s Halloween Fest at Zaring Park on Oct. 27 — closing portions of Camden and Wilson streets — subject to Harahan Police Department approval of details and non-objection by Kaz’s restaurant. Joshua Dean, the applicant and owner of Little J’s Donuts, was not present but provided preliminary plans; council members discussed police detail needs and lighting for an evening event and recorded a 4–0 vote (one absence).
A request from Saint Rita (Judith Romaine) for city assistance with the Christ the King procession on Nov. 24 also passed on a similar unanimous voice vote with one absence. Council minutes state the city will provide standard support including barricades and a police detail as requested.
