State CIO Terrence Woods presented a draft policy under Senate Bill 1090 to prioritize IT budgets and projects, described draft criteria (strategic alignment, technical best practices, agency readiness) and set procedural deadlines including April 30 drafts and Oct. 31 reporting; he said the office will refine the process with agencies and LFO.
State Chief Information Officer Terrence Woods briefed the Joint Committee on Information Management and Technology on Feb. 20 about the office's work to implement Senate Bill 1090's requirement for statewide IT budget and project prioritization.
Woods said the office compiled an aggregate, directionally correct view of executive-branch IT budgets and project requests by combining agency submissions, budget documents and Legislative Fiscal Office review. He described draft prioritization criteria that will be used to rank requests: strategic alignment with agency and governor priorities; technology best practices; people- and business-centered considerations (including diversity, equity and inclusion where appropriate); and agency readiness and solution appropriateness.
Woods outlined a draft procedure timeline: agencies submit initial drafts by April 30; projects over $1,000,000 fall within the office's oversight and will be reviewed with CFO analysts; agencies will submit an updated workbook by June; and the office will report on prioritization on Nov. 30 of even-numbered years and provide an October 31 report in odd-numbered years to the legislature and the governor.
Legislators pressed the CIO to retain visibility into critical information-technology systems not otherwise reported and to maintain ongoing oversight of agency technology gaps. Woods said the office is committed to that oversight and will provide feedback to the committee as it gathers data and refines procedures.
The policy presentation was informational; no committee vote was taken.
