Assembly advances and passes multiple consent-calendar bills; members explain key votes

The New York State Assembly on Jan. 19, 2026, moved a large group of measures through the consent calendar, advancing several senate bills to the Assembly and passing multiple Assembly bills reported by rules. Several votes produced roll-call tallies; members provided floor explanations on select measures.

Clerk announcements placed numerous measures on the consent calendar (examples include Assembly numbers listed across pages 4–11). Several bills were laid aside; others were read for the last section and submitted for immediate effect. Clerk-recorded roll-call results included at least one roll-call with 'Ayes, 131; Noes, 0' on a rules-reported measure.

Two floor explanations highlighted distinct concerns. Assemblymember Palmasano explained his negative vote on a measure related to utilities, urging that utility bills include line-item transparency for green-energy mandates so consumers understand charges. He said the changes in the chapter amendment were not sufficient to overcome his objections. Assemblymember Jacobson, in a separate explanation, described a measure he supported that would require utilities to disclose per-project purpose, cost and ratepayer benefits on the Public Service Commission website so rate increases tied to capital expenditures are more transparent.

Other passage remarks included committee calls to meet off the floor (Banks, Health, Insurance, Racing & Wagering) and sponsor explanations on amendments. Several bills read their last sections and were recorded as passed; where a clerk-declared tally is recorded, that tally is cited in the Assembly's official record. In a procedural motion at the close of the session, the Assembly adopted remaining resolutions and adjourned, to reconvene at 1 p.m. Wednesday, Jan. 21.
