McLendon-Chisholm — The City Council on Feb. 26 heard a presentation from Dylan Morgan of Dylan Morgan Consulting on a proposed strategic-planning engagement designed to establish a mission, vision and prioritized goals that could guide the city’s budget and staff work.
Dylan Morgan described a light-touch approach for the city’s first formal strategic plan: an environment scan, a resident survey, one-on-one council interviews, and a council retreat to translate findings into an implementation plan. "We would start with ... some preplanning... we'll sit together, and we'll build the road map," Morgan said.
Council members asked whether the city had previously done similar work and whether the proposed schedule could inform the budget. City staff and the city manager said completing the plan before budget season would allow the council’s priorities to shape spending. Morgan acknowledged the challenge of getting statistically adequate survey responses and said the team will design outreach methods to better represent the population.
City staff confirmed the consultant’s fee is below the city’s procurement threshold (staff described the local threshold and noted state thresholds have changed) and recommended the engagement proceed. Council accepted the consultant’s presentation and directed staff to arrange individual council interviews and next steps to align the project with the budget timeline.
Next steps: staff will coordinate individual council interviews, launch community outreach and schedule a retreat; the goal is to deliver a mission, vision and a set of prioritized actions that staff can translate into the FY budget.
