Platteville council approves $196,900 demolition plan for family aquatic center

The Platteville Common Council authorized the demolition and site preparation for the Platteville Family Aquatic Center on Sept. 9, approving staff’s recommendation to have EPIC Construction, the city’s construction manager at-risk, contract with Owens Excavating of Cuba City for the low qualified base bid of $196,900.
Staff told the council that the city issued a demolition request-for-proposal package and opened bids on Aug. 27; five qualified base bids ranged from $196,900 to $558,000. The recommended contract covers removal and disposal of structures and related ground preparation per the architect’s demolition plans and the engineer’s specifications. Staff explained unit price 1 covers additional excavation per square yard if unsuitable soils are found, and unit price 2 covers crushed aggregate for base replacement.
Councilmember discussion focused on scope and materials; staff clarified the contract is limited to pool removal and ground preparation and does not apply to unrelated projects such as the fire station. A motion to authorize EPIC Construction to contract with Owens Excavating for demolition and ground preparation carried on a roll-call vote.
Staff said the work will be managed by EPIC Construction and that, weather permitting, the goal is to complete ground preparation and related site work before winter. The council did not amend the recommendation and provided approval to proceed.
The city clerk will record the final contract and any applicable unit-price work orders; the construction manager will administer the contract with Owens Excavating.
