County hears pitch for 1,275-acre tax-increment zone; officials to return documents

Tom Parker, representing the ALME Economic Development Corporation, presented a proposed tax increment reinvestment zone (TIRZ) covering roughly 1,275 acres that would pool incremental tax revenue to pay for infrastructure within the footprint and spur redevelopment.

Parker explained the mechanism: taxing entities in the footprint would agree to reallocate the increase in property-tax revenue (the "delta") into a separate reinvestment fund for projects the TIRZ board approves, typically infrastructure. He described possible county participation scenarios discussed in prior talks — including a flat 50% participation over a 45-year term as the most likely approach — and said the zone could support sewer and water extensions, workforce housing and targeted redevelopment of blighted parcels.

Parker said the board would include representatives from the city, county and EDC and possibly the hospital board; he asked the court to identify who would represent the county and said the city would administrate the program subject to the board's decisions. Commissioners pressed on governance, the hospital's role and the mechanics of how revenue would flow back to taxing jurisdictions over time.

Commissioners asked for documents and for drafted participation terms to be returned at a subsequent meeting. The presenter said he would bring formal documents to the next meeting for a decision on representation and participation percentages. The court took no final action on participation at this meeting; the item was tabled pending return of documents.
