Young County weighs limited road material and grading help for Newcastle under interlocal arrangement

Commissioners discussed a request from Newcastle Mayor Baines for Young County assistance delivering road material and providing a motor grader operator. Commissioner Craig said he had told the mayor the county could haul 10–12 loads a day and offered an operator at about $100 per hour, but that the county could not indefinitely carry the city's workload without reimbursement.

Craig said providing materials and grading on a day‑by‑day basis while the city secures reimbursements or buys materials would be reasonable. Other commissioners noted legal limits on spending county‑designated tax dollars to benefit another taxing entity and said an interlocal agreement is the lawful mechanism to allow county assistance while protecting county funds.

Discussion included operational options: if the city purchases material, the county could perform hauling; alternatively, the county could enter an interlocal agreement to reimburse fuel and mileage or be paid for labor. Commissioners also discussed related local issues — possible school-district reimbursement of school resource officer costs, the county burn ban status, and that prescribed burns require licensing, bonding and significant resources and typically are handled by contractors or larger jurisdictions.

No formal vote was taken; commissioners asked for staff input and further clarification of reimbursement terms and legal limits before placing a formal interlocal agreement on a future agenda.
