Summary
The subcommittee voted to send HB 4131 A to the full Ways and Means Committee. The bill would require the Oregon Board of Pharmacy to license mobile pharmacy operators, set minimum standards and allow the Board to set fees by rule.
The joint Ways and Means Subcommittee on Education on Feb. 24 moved House Bill 4131 A to the full Ways and Means Committee with a "do pass" recommendation. LFO summarized that the bill requires the Oregon Board of Pharmacy to establish a licensing regime for mobile pharmacy operators, including eligibility requirements, minimum standards and prohibitions for mobile operators.
LFO said the Board may set a licensure fee by rule and deposit fee revenue in the board’s existing account. For the 2025–27 biennium, the Board is expected to use an existing limited-duration position to assist with developing the licensing process; depending on workload and rulemaking outcomes, the Board may request additional resources for the 2027–29 biennium.
A committee member moved to send HB 4131 A to the full committee with a due-pass recommendation; there were no objections and the motion carried by voice consent. LFO recommended referral to full Ways and Means for further consideration of any budget or staffing needs related to implementation.
