Members raised concerns about whether short-term repairs would be a fiscally prudent choice and emphasized the need for an engineering assessment of the entire complex.
Several members urged the county to issue a request for proposals or an RFP that would require bidders to present lead times, warranties and projected longevity, rather than splitting the work into separate parts. S3 recommended inviting contractors to a pre-bid presentation to explain overall lifecycle costs and warranties. Members also discussed alternative filter systems and the need for facility enclosures or other structural work tied to pump and filtration upgrades.
The court did not approve a funding commitment at the meeting. Instead, members instructed staff to prepare bid specifications, consider hiring a consultant or engineer to evaluate the complex’s long-term needs and return with cost estimates and warranty information at a future meeting.
