Damien Leonard, Office of Legislative Council staff, reviewed sections 1–6 (non-driver IDs, operator licenses and learner permits) and said they reflect language from the House Corrections and Institutions Committee and will be reviewed by Senate Institutions. He indicated sections 9 and 10 are agreed and that Section 11 needs a missing definition added before the final draft.
On electronic payments and insufficient funds (Section 7), DMV practice was clarified: though statute uses 'shall immediately suspend' for nonpayment, DMV staff said they wait for bank confirmation…
