Souderton Council appoints Andy Richter, names North Penn delegate and adopts handicap-sign ordinance

Souderton Borough Council on Nov. 4 appointed Andy Richter to a vacant council seat, approved advertising the borough's proposed 2025 budget and adopted an ordinance amending local rules on handicapped parking signs.
The council voted to fill the vacancy left by Richard Volzak; the appointment to complete the term ending Dec. 31, 2025 was moved by Stephanie Hall and seconded by Donna Rogers and carried. After the vote, Richter was sworn in. "I, Andy Richter, do solemnly affirm that I will support ... the Constitution of the United States," Richter said during the oath of office.
Council also voted to advertise the proposed 2025 budget as presented. Council noted there is no tax increase in the proposal. A motion to advertise the budget was seconded and approved; the motion references an advertising/management figure of "2,500" in the transcript. The council said the proposed budget will be posted on the borough website and run in the local newspaper for public review.
On appointments beyond the council seat, members unanimously appointed Amy Cummings Light to serve as the borough delegate to the North Penn Water Authority, with a term to expire Dec. 31, 2030. The motion to appoint Cummings Light was made by Councilor Matt Charlie and seconded by Donna Littlefield.
The meeting concluded a public hearing on Ordinance 24-811-13, an amendment to Chapter 581 (traffic regulations), section 3. Borough staff explained the ordinance clarifies the borough's longstanding practice regarding placement and duration of handicap parking signs and reaffirms locations where administrative approvals had expired. Council moved to adopt Ordinance 24-811-13 as advertised and the motion passed.
The actions taken were procedural and administrative: appointments, budget advertisement and an amendment to municipal traffic code. Council members encouraged residents to review the budget materials when advertised and noted additional implementation steps for the adopted ordinance will follow standard administrative procedures.
