Attorney Lehi Johnson, representing a prospective developer, said many mid‑level hotel brands no longer operate full service restaurants and instead provide small food-service areas, breakfast offerings or prepackaged meals.
Planning Director Todd Vandenberg explained that condition #1 was originally intended to attract higher‑end hotels with banquet and conference facilities. The applicant asked council Feb. 23 to amend the phrase "full service restaurant" to "food service, including breakfast and prepackaged/prepared food available on site" while maintaining the requirement for conference and banquet facilities.
Councilmembers discussed tradeoffs — protecting the community’s expectation for meeting/banquet capacity while enabling flexibility to attract market‑feasible hotel operators. Several members expressed support for flexibility to secure hotel rooms in the city while retaining conference/banquet facility requirements. The council approved a motion to proceed and asked staff to draft revised resolution language for a future meeting.
