The City of Zephyrhills on Feb. 23 approved a commercial improvement grant to fund exterior improvements at the 99¢ Cleaners on Gulf Avenue. Staff reported that the applicant, Mr. Hernandez, supplied three contractor estimates for a rear addition that creates an in‑and‑out covered area for dry‑cleaning operations and includes a fence to screen the work from the street. Staff recommended approval, noting the application meets grant criteria.
Council asked whether concept drawings and contractor information were included; staff confirmed the packet contains the concept drawing and contractor estimates. Members raised access questions about whether the pull‑in would be from Gull Boulevard or 5th Avenue; staff said a gate on the non‑one‑way side provides the required access and the applicant will meet city fencing and landscaping requirements (fence material limited to PVC/vinyl or painted/stained wood under CRA rules).
A motion to approve the grant was moved and seconded and passed by unanimous voice vote. Staff said the award will require compliance with landscaping and CRA fencing standards prior to final disbursement.
