Planning commission approves multiple site plans and plats, conditions mailbox relocation for Early Estates

The Wilson County Planning Commission on Aug. 16 approved several site plans and subdivision plats and placed a condition on one preliminary plat to address a road-safety concern.
Staff recommended approval for a site plan for storage and limited on-site improvements at the Dino Nobel (formerly Hermitage Explosives) facility; applicant representatives said the operation will continue to store stable blasting materials on-site (using less than 4 acres of a roughly 145-acre parcel) and take volatile processing off-site. The commission voted unanimously to approve the site plan after staff said the proposal met requirements.
The commission also reviewed a sketch plat for Somerset Farms, a proposed residential subdivision of about 62 lots on just over 76 acres south of Glade Estates. Staff said the plat conceptually meets zoning and subdivision requirements and noted required future submittals for road and drainage plans and right-of-way dedications tied to road-commission standards. Commissioners discussed required entrance widenings, the center turn lane and deceleration/acceleration lanes; the commission moved and approved the sketch plat based on staff recommendations.
On the Early Estates preliminary plat, staff flagged a substantive change from the previously approved layout: the developer reduced access points from three entrances to a single entrance. Staff and the road commission raised safety concerns about the proposed location of the mail kiosk, which sits too near the Stearns Ferry Pike entrance and could create a queuing and rear-end collision hazard. The developer's engineer said the highway commission negotiated a solution to avoid several miles of off-site $2 million improvements by consolidating entrances and adding turn/acceleration lanes at the intersection.
Commissioners and several residents pressed for a relocation or redesigned mailbox kiosk. The commission approved the Early Estates preliminary plat subject to staff and developer agreement to move the mail kiosk location and continued road and drainage approvals before final plat recordation.
The approvals include standard staff conditions: submission of site-specific road and drainage plans, mailbox/kiosk relocation as coordinated with road staff, and satisfaction of any remaining technical corrections before final plat recording.
