Design Review Board approves temporary signage for Valuable Solutions Community Empowerment Center

At its Nov. 18, 2025 meeting, the City of Lorraine Design Review Board approved temporary signage for the Valuable Solutions Community Empowerment Center, allowing the applicant to install window vinyl and a small door sign while she pursues a future illuminated sign.

Rochelle Fairley, the applicant, told the board she is self-funding the project and requested permission for an interim window-cling solution. "I'm right now self funding this project," Fairley said, adding that she plans to install an illuminated sign later. City staff confirmed the business address as 129 W. 4th St.

Board members recommended simplifying the proposed copy so the storefront message communicates the business name and location quickly. One member noted the proposed tagline, "Empowering you to complete the puzzle to your success," could be too wordy for pedestrian and driver visibility. Staff advised that the application lists the primary sign as 15 by 24 (inches) and reminded the applicant that window vinyl cannot cover more than 25% of a window. "The city can regulate size, location and type of the sign, but we can't regulate content of your sign," staff said.

Anthony O'Neil moved to accept the submitted signage with the board's suggestion to place the shorter tagline over the puzzle-piece element and otherwise simplify the display. The motion was seconded and approved by voice vote. Staff will retain the application packet and proceed with sign-permit processing; Fairley may later pursue the illuminated sign she described.

The board's approval was a recommendation for the permit application and does not change building or electrical approvals that would be required for an illuminated sign.
