The Zoning Board of Appeals opened a public hearing Oct. 1 to consider proposed amendments to the City of Lorain zoning code that would allow single‑family dwellings in R‑3 high‑density residential districts, permit permanently sited manufactured homes and eliminate a rule requiring crawl spaces for dwellings without basements.
At the hearing the zoning administrator said the changes — drafted as amendments to Ordinance 106‑25 and related sections — would align dimensional standards for single‑family dwellings in R‑3 with those in R‑2 and accommodate modern construction practices, including slab foundations. The administrator told the board the update also corrects a prior ordinance typo and explicitly adds an option to include permanently sited manufactured homes.
Director of Building, Housing and Planning said the revisions reflect council direction and are intended to ease housing construction across the city’s residential districts. No members of the public spoke in opposition during the hearing.
The board closed the public hearing and forwarded the proposed ordinance to the planning commission for review and recommendation.
The planning commission will return the matter to the council with its recommendation; any adoption would follow council review and additional public notice.
