The City of Lorain Planning Commission voted Oct. 1 to forward proposed amendments to its zoning code to City Council for further public hearing and action. Staff said the edits respond to council direction to allow permanently sited manufactured homes (distinct from trailers) and to permit single‑family dwellings in three specified districts as an infill strategy.
Planning staff described the package as a combination of a typographical correction, the addition of a new subsection and clarifications requested by council. Staff also said the law department asked the commission to remove a requirement that dwellings without basements provide crawl spaces so that permanently sited manufactured homes placed on slab foundations would be allowed; building‑plan review and code compliance would remain the responsibility of the chief building inspector.
A public hearing on the ordinance already occurred at the commission meeting; staff confirmed City Council is required to hold an additional public hearing before final action. A commissioner moved and the commission approved forwarding the ordinance amendments to council by voice vote.
Next steps: City Council will schedule a public hearing and consider the ordinance amendments; building plan review for any manufactured homes will proceed through the building department as usual.
