She reported income tax collections at roughly 83% of expected receipts for the year and said the city will send a large mailing to late filers: she estimated about 10,000 notices with an average of ~2,500 returns expected to follow from that outreach. The treasurer said employer withholding and individual estimates are tracking close to targets and that the administration expects to meet income‑tax budget targets for 2025.
On penalties and collections, the treasurer said the city works with the attorney general’s office, a collection agency and court processes to recover owed amounts; she noted the state reduced a previous late‑filing fee to a smaller flat fee but said local collection efforts remain effective.
The treasurer also said she has been pursuing e‑filing for years, recently obtained a vendor invoice and delivered it to the IT director for consideration in the 2026 budget. She asked council to consider the software purchase to modernize filing and collection operations; the chair asked staff to include that request during budget discussions.
No vote was taken; the request will be considered as part of the 2026 budget process.
