Oregon House committee advances three education bills to the floor; amendment adopted for student member rule

Representative April Dobson moved the bill to the floor with a due‑pass recommendation; the committee voted by roll call with the recorded members voting in favor and the motion carried. The committee then took up Senate Bill 1538, which staff said would create a new protected class in educational anti‑discrimination law, require the Oregon Department of Justice to modify model policies for districts, and require districts to distribute the model policies to employees; the measure takes effect July 1, 2026. Representative Dobson moved SB 1538 to the floor with a due‑pass recommendation. Representative McIntyre said she would vote no. The roll‑call vote recorded a majority in favor and the motion carried; Representative Ricky Smith was designated to carry the measure to the floor.
Finally, the committee considered Senate Bill 1537 (community college board requirements), which staff summarized as requiring public email addresses for board members, at least one nonvoting student member, and a 90‑day vacancy fill requirement. Representative McIntyre offered the -A2 amendment to prohibit the nonvoting student member from participating in any executive session. The committee voted on the amendment and adopted it. Because the amendment lacked fiscal paperwork and the session was late, the committee voted to suspend the rules and then voted to move SB 1537 as amended to the floor with a due‑pass recommendation; Chair Hudson agreed to carry the bill on the floor.
