The Salina City Commission on Jan. 26 approved Resolution No. 26-8331 establishing a one‑year pilot program to support CHDO (Community Housing Development Organization) infill housing projects. The program will reimburse up to $5,000 per eligible project, with a $25,000 annual cap, and requires applicants to submit receipts for reimbursement.
Staff described the program as a targeted tool to help nonprofit developers meet compatibility requirements—such as fencing, landscaping and buffering—that can be triggered when adding dwelling units in established neighborhoods. It is limited to the CHDO, which is HUD‑certified and already works on home purchases, rehabs and new builds in Salina.
Miss Driscoll said the program would be administered when CHDO projects come in for permits and that reimbursements would follow completion and receipt submission. Gary Hobby, a CHDO board member, said the organization has completed multiple homes and that new infill work often requires additional landscaping and screening that can be costly.
The commission approved the pilot program 5–0.
Next steps: Staff will implement the program and CHDO can apply for reimbursements as projects meet permit and completion milestones.
