Commission approves $305,050 study to evaluate downtown water treatment plant

The Salina City Commission authorized the city manager to execute an agreement with Black & Veatch Corporation for a downtown water treatment plant process and equipment evaluation for an amount not to exceed $305,050.
Deputy utilities director Jeff Schamberg summarized the study’s goals: review treatment processes and regulatory requirements, conduct a facility condition assessment and develop a capital improvement plan to guide future budgeting and projects. Schamberg said the downtown facility treats up to 20 million gallons per day and has seen its last major upgrades about 25 years ago.
Schamberg said the qualifications-based selection process shortlisted three firms and selected Black & Veatch for their experience with comparable facilities and alignment with project objectives. The firm’s work is expected to produce a formal facility plan that will support future capital planning and regulatory coordination.
Commissioners had no substantive questions; the commission voted 5–0 to authorize the agreement.
Next steps: Staff will complete contract execution and Black & Veatch will proceed with the assessment and planning work; findings will be presented to the commission when available.
