Committee refines H.762 to clarify charges, extends study window amid concerns about follow-through

The committee reviewed committee amendment draft 1.2 to H.762, "an act relating to the county and regional governance study committee," which adds legislative intent language and refines the study panel's powers and duties.

Tim Deppler of the Legislative Council summarized the changes, saying, "It is the intent of the general assembly that existing direct coordination and communication between the state and Vermont municipalities should be retained or strengthened." The amendment also clarifies the committee will study coordination and optimization of regional government provided by state, regional, and local agencies — including public safety, emergency management, and public health functions — and will consider reducing duplicated services and reviewing county structures in other states.

Members pressed for clarity about deliverables and continuity. A representative asked whether the report due Dec. 15, 2026, is the committee's final required filing; the chair confirmed, "That is the only report that is being requested here." Several members warned that previous task-force reports sometimes "stayed on a shelf," and urged statutory or procedural safeguards to ensure legislative committees act on recommendations.

The chair and staff explained that the one-time report is the statutory deliverable but the bill includes an extended statutory sunset — the committee would cease to exist in July 2028 — intended as a continuity safeguard so work begun under the study can be pursued into the next biennium if needed. The committee agreed to continue refining language and to seek the author’s input before a planned discussion and possible vote later in the week.

The committee did not take a formal vote during this session. The matter will return for further review and a scheduled discussion and possible vote on Friday at 1 p.m.
