Salina Commission sets public hearing and publication for 2025 amended budget

The Salina City Commission authorized publication of a notice for a public hearing on the city—'s amended 2025 budget and set the hearing date for Dec. 22, 2025.

Debbie Pack, director of finance, told commissioners staff reviewed year-to-date expenditures (through Oct. 31, 2025) and recommended amendments across five funds. Staff projected the general fund could be about $2 million over the budgeted amount and recommended increasing the general fund amended budget to approximately $62.6 million. Other recommendations included a $30,000 increase for mulch in the special parks and recreation fund, bringing that fund to $230,000; raising the golf fund expenditure budget to approximately $1,003,250 to cover higher part-time salaries and water bills; a $50,000 increase in workers' compensation fund to $350,000; and a $200,000 increase in the health insurance fund to $7,728,000 to cover higher claims.

Staff explained the statutory requirement to publish a hearing notice at least 10 days before the hearing; commissioners voted 5-0 to authorize publication and set the hearing date. Finance staff will refine the projections prior to publication and before the public hearing.
