Parks & Recreation director Jeff Hammond and Matt Perry of National Sports Services outlined a proposed nonexclusive facility use agreement for Dean Evans Stadium. Salina Sports LLC intends to field a summer collegiate team in 2026 with an anticipated 30 home dates per season; the organization would provide game‑day staffing, merchandising and a concession trailer and pay reduced rental fees (a 25% reduction from adult base rental rates) with revenue directed to a turf replacement fund.
Hammond said city staff would continue to provide field maintenance and that Salina Sports would be responsible for signage, season‑specific sponsorships (subject to city content approvals) and insurance requirements. The city would invest a one‑time $16,200 in electrical and water service improvements to serve a concession trailer; utility costs would be borne by the city for those services as with other concessionaires. Commissioners asked about scheduling priority, practice fees and concession logistics; staff said priority scheduling would respect existing primary users and exhibit B in the packet outlined order of use.
The motion to authorize the city manager to execute the facility use agreement with Salina Sports LLC passed 5–0.
