The commission authorized the city manager to execute a purchase agreement with Foley Equipment for a Caterpillar 623 wheeled tractor elevating scraper at $1,268,578.29. Ron Marsh, director of public works, said the purchase replaces a discontinued 615C model that is increasingly difficult to maintain; the new machine keeps the landfill in compliance with KDHE operating standards for daily and immediate waste cover, stormwater controls and other earthwork.
Marsh said the purchase is within the 2026 CIP budget (previously budgeted at $1.5 million) and that lead time for the new unit is 4–6 months; staff expects a useful life of approximately 20 years. Commissioners asked about lifespan and operational hours; Marsh said the older unit had 176 hours in 2025 versus 457 on the larger machine, and staff recommended replacement rather than continued major repairs. The motion carried by voice vote.
