Council clears Northside Park revitalization to go out to bid for $1.162 million in grants

The Sydney City Council authorized the Northside Park revitalization project to go out to bid at its Feb. 24 meeting after hearing a presentation from Interim City Manager Josh Hansen and Keenan Johnson of Brickyard Consulting.
Johnson said the city secured two grants in 2024: $562,000 from Nebraska Game and Parks and $600,000 from the Civic and Community Center Financing Fund, for a combined $1,162,000. The scope includes sidewalk repairs, replacement of playground equipment and construction of a splash pad. Consultants said the base bid will include all grant-required elements and that the city may add bid alternates if bids come in under budget.
Council members asked about contractor availability and warranties for the splash pad. Johnson noted the project anticipates subcontracting playground equipment and splash-pad work and that contract specifications call for an extended two-year warranty on startup and shutdown services (standard warranty had been one year). Council voted to authorize staff to put the project out to bid with an anticipated April 2 bid date and a potential April 14 award decision.
City staff said they had completed required preconstruction documentation with the state and that minimal comments remained from Game and Parks that did not prevent bidding. The council's authorization advances design and procurement toward construction in the coming seasons.
