Council awards $1.15 million street improvement contract to Mark Christman Trucking

The Sydney City Council voted Feb. 24 to award a $1,148,325 contract to Mark Christman Trucking to complete four connected street projects, including work on 12th Avenue, 11th Avenue, Hickory and King Street. Don Dye of MT Chaff and Associates told the council the low bid was about 25% below the engineer's estimate of $1,554,150 and recommended awarding the work to Mark Christman Trucking.
The projects were bid Feb. 12 and drew three offers, Dye said. He explained the mobilization line item—typically near 10%—covers bonding, travel, insurance and other incidentals that aren't broken into individual bid items. Dye said separating mobilization across the four street segments helps keep individual line items appropriately scaled.
Council members asked about timing and subsurface work; Dye said staff would follow up with other public-works staff about utilities such as gas lines before construction and that the contractor anticipated a June 2026 start with enough time to finish before winter. Councilmember (mover, name recorded in transcript) made the motion to award the bid; the motion carried on roll call.
The council's approval allows city staff to finalize contract documents so work can begin according to the contractor's proposed schedule. No changes to the engineer's estimate were made; the city will proceed under the low-bid contract award.
