The Goodland City Commission approved a change order and a final pay estimate tied to the airport seal-and-paint grant project after a detailed presentation by consultant Darren Neufeld of EVH.
Neufeld walked commissioners through planning quantities, actual quantities completed in construction and the grant‑funding implications. He said the team resealed 100% of cracks and joints on Runway 523 and completed additional apron and taxiway repairs, totaling 95,389 lineal feet of cracks and joints sealed in construction. He also told the commission that painting bids came in far lower than planned: “the paint came in at only 62¢ per foot instead of the $2 range that we had planned for,” which freed grant dollars to cover additional work.
Mayor Thompson apologized to the consultant for his earlier remarks and said he had reviewed past discussions: “I first wanna start off by saying I think I probably owe you an apology... I realize that I was incorrect,” he said.
The commission approved change order #1 and then approved pay estimate #2 in the amount of $98,676.24 on separate roll call votes. Staff said construction is now complete, flight checks have passed for the relocated PAPI, and staff will submit as‑built documentation to the federal agency to close out the grant.
