The DeKalb County Operations Committee approved a phased landscape transition plan for county libraries after hearing a presentation from library staff.
Chair Bridal Davis Johnson opened the discussion and asked Allison, the library presenter, to outline priorities. Allison recommended a three‑phase rollout: Phase 1 would revisit branches already transitioned (Stonecrest, Redan/Redantroddy, Lithonia, Davidson, Salem, Panola, Hairston/Harrison Crossing) for follow‑up work; Phase 2 would target larger, high‑traffic branches (including Decatur, Wesley Chapel, Tucker, Reed H. Cofer and Toco Hills); and Phase 3 would address smaller branches such as Covington, Flat Shoals, Scott Candler, Gresham, Embry, Stone Mountain, County Line and Helenwood.
Allison said Facilities Management (FM) would manage procurement and recommended posting an RFP once the committee approved the transition plan. Staff noted the transition plan includes suggested RFP language; procurement staff estimated roughly 30 days to refine scope before posting and recommended a minimum 30‑day solicitation period. Commissioners asked whether phases could be accelerated based on available bond interest or budget; Allison and staff said the budget ultimately determines how many Phase 1 sites can be completed in year one.
Commissioners specifically asked that Covington be considered for earlier inclusion if funding becomes available. The chair asked staff to return with an update at the committee’s last meeting in October.
A motion to approve the plan with a substitute to add commissioners’ requested language into the resolution carried on an affirmative vote. The resolution directs staff to finalize RFP language and begin the procurement sequence for Phase 1 branches, with schedule and budget details to be reported back to the committee.
Implementation details — including exact cost estimates and a finalized scope of work — were deferred to the procurement process. Allison and staff emphasized the scope will be critical to shaping vendor responses and final costs.
