DeKalb ops committee defers elections mailing change order, urges voter-education briefing

The DeKalb County Operations Committee on Nov. 25 deferred a change order request that would add funds to an existing contract to support mailing precinct cards and election literature for the 2026 gubernatorial election.
Staff said the change order (change order #2) is intended to add money to a vendor contract that assists with mailing precinct cards and other election-related mailings for the 2026 calendar; the director of voter registration and elections was not present. Commissioner Terry and others urged the elections director to present what voter-education and outreach resources the department currently provides and what additional support — including mailing budgets and ballot guides — it might need.
Committee members expressed interest in best practices from other jurisdictions that produce mailed ballot guides and in ensuring the elections office has capacity for broad voter education. The committee asked the elections director to present to the board or at the next ops meeting with a breakdown of outreach, education and any additional budget needs.
The motion to defer the change order was approved by voice vote; staff committed to have the elections director or a member of her team attend the next ops meeting with details.
