Representative Michael Vose introduced House Bill 564, which would require school administrative units (SAUs) to separate administrative costs from educational costs and present them as a distinct warrant article so voters can decide on administrative spending separately from instructional spending. “That’ll make it easy for anyone to see what there's been on administration versus education, and that will help make the budgets more transparent for the voters who have to vote on them,” Vose said.
Senators expressed concern about the cumulative reporting burden the Legislature places on districts and whether separating the SAU article would create extra work for small districts. Vose said in many cases the information already exists but is not presented together, so the bill mainly changes presentation and improves transparency for voters and budget committees.
Committee members asked whether the change would be more difficult for multi‑district SAUs and whether it might require more staff time during budget season; the sponsor said the bill includes methodology for multi‑district SAUs.
