City staff explained that the engineer’s estimate for the program was about $4,600,000 but that the low bidder, Shelley and Sands, Inc., submitted a bid of about $3,780,000. Staff said they negotiated to honor unit costs and to add roughly 10 additional streets to the program; the revised contract amount presented to council was about $4,480,000. Staff requested a 10% contingency for change orders that brings the contract cap to a little over $4,900,000 and results in an overall expenditure authorization of roughly $5,310,000 when inspection services (DLZ Ohio) are included.
"This year is one of our largest programs that we've ever had," city staff said during the presentation, noting earlier bidding timing and contractor availability as factors in lower bids. Council discussed details and then approved the resolution by roll call; the vote was recorded as 6–0 in favor.
The council's authorization funds resurfacing, microsurfacing, curb repairs and inspection services. Staff said the city will include a 10% contingency for approved change orders and will return with any amendments or additional contract authorizations if necessary.
