Hillsdale commissioners approve drain bond and move to contract conservation district for materials plan

Following several hours of public comment on the Lifeways bond, the Hillsdale County Board of Commissioners turned to routine business and adopted multiple resolutions.
The board passed Resolution 26‑032 to pledge the county’s full faith and credit for a Boyd Drain note not to exceed $628,000. Commissioners discussed apportionment, interest and the county’s share; staff explained assessments will be billed to benefited properties and the drain commissioner will handle any appeals.
Later the board considered Resolution 26‑033, which authorizes the budget committee to negotiate a contract with the Hillsdale Conservation District to serve as the designated planning agency (DPA) for the county’s Materials Management Plan (MMP). Some members of the local Materials Management Planning Committee (MMPC) urged the board to keep plan-writing local and to direct grant funds to county‑run implementation; supporters of contracting the conservation district cited the district’s expertise and prior EGLE experience. The resolution passed on a 3–2 vote.
The board also voted to enter a closed session under MCL 15.2681(d) to discuss purchase or lease of real property related to county facilities. Several housekeeping items —spending reports, grant updates, and logistical matters such as possible evening meetings or using the district courtroom for overflow— were discussed before adjournment.
The board recorded roll‑call votes on the drain and MMP matters and instructed staff to return with negotiated contract terms for the MMP and with details about any assessments tied to drain financing.
