Staff described the 2337 filing as a "simple consolidation plat" consolidating Lots 6 and 7 under the same owner and noted new certificate language added under the city's zoning text that requires owner signatures, a notary and a clerk's stamp to appear on plats going forward. Commissioners asked staff to ensure all certificates and the surveyor's stamp are on the final document before county recording.
On the related church property along North Fort Thomas Avenue, staff explained the applicant split the work into two actions: first to consolidate two church-owned lots, and second to subdivide a smaller parcel off the consolidated tract. Commissioners pressed staff on a small bearing/distance discrepancy at the southeast corner — a roughly half-foot found point — and requested that the surveyor provide either a blow-up inset or an explanatory note clarifying the 4–6 inch correction on the plat.
Speaker 6 moved, and Speaker 3 seconded, conditional approval of the consolidation and subdivision plats for 430 and 600 North Fort Thomas Avenue, with stipulations that the title be corrected (retitle identification plan as consolidation/subdivision as appropriate), the small bearing/distance correction be clarified, and the surveyor stamp and necessary signatures be added. The motion passed on a voice vote; later the chair announced the subdivision approval recorded a 4–1 tally with Speaker 4 voting no.
Speaker 4 stated the no vote reflected concerns about preserving neighborhood character and about when buffer screening requirements would apply if the lot later redevelops. Staff and other commissioners responded that the existing zoning and conditional-use screening requirements would apply if the property were redeveloped and that the immediate action only creates a lot rather than changing zoning.
Next steps indicated by staff include obtaining the corrected plat text and surveyor stamp before forwarding the plats to Campbell County for recording and preparing separate resolutions for each affected parcel as part of the record.
