RiverCog approves TIP amendments, FEMA hazard-mitigation contract and $87,000 housing outreach grant

RiverCog approved a slate of administrative and project motions on Feb. 26, 2025, including TIP amendments, a consultant contract for a regional natural hazard mitigation update and authorization to accept $87,000 in technical-assistance funding from the Connecticut Department of Housing.
Rob (RiverCog project staff) presented multiple TIP amendments to move FY24 phases into the FY25 TIP and to authorize preliminary, ROW and construction phases for sidewalk and signal projects. After discussion and clarification on federal/local funding splits, the council moved and approved the listed TIP items including the Clinton Route 1 sidewalk project (project 27/131) and other TA-funded sidewalk phases and construction entries.
On hazard mitigation, Margo Burns said RiverCog received FEMA grant funds and the selection committee unanimously recommended Dewberry Engineers to update the regional natural hazard mitigation plan. The council authorized the RiverCog chair or executive director to enter into an agreement with Dewberry contingent on FEMA funding; the motion carried.
Megan reported that the Regional Housing Committee was awarded $87,000 from the Connecticut Department of Housing for regional public engagement, training modules and a virtual resource library. The council authorized the executive director to enter into contract with DOH for $87,000 and the motion carried.
Other routine business approved included acceptance and a minor correction to the Jan. 22 minutes and several ETD and NHPP line-item adjustments that staff said would better reflect current design and construction schedules. Several votes were handled by voice and the minutes record motions as approved; detailed roll-call tallies were not provided in the transcript packet for every motion.
