RiverCOG authorized an amendment to extend its household hazardous waste (HHW) collections contract with MXI and approved a FY27 operating budget and a multi-year reserve subsidy plan to offset near-term disposal cost increases.
Staff reported that MXI was the lowest qualified bidder following an RFP and recommended a three-year contract with two one-year renewal options. The board moved and approved the contract addendum for HHW collections and disposals.
Staff also informed members that disposal costs — the line-item towns pay based on how much material residents bring to collections — will increase significantly this year. To avoid an unexpected budget shock for towns, staff proposed and the council approved using a portion of existing fund reserves to subsidize the first collections of calendar-year 2026 and to phase in additional subsidies across the following fiscal years. Staff described the total subsidy plan as drawn from reserves tied to a former permanent site and indicated the cumulative subsidy in the plan is in the low tens of thousands of dollars.
Board members asked for clear written guidance and a breakdown for finance offices; staff said they will circulate memos explaining the assessment methodology, town-level apportionment and the timing for the ramp. The board approved both the operating budget and the use of reserves for the subsidies by voice vote.
