RiverCOG staff gave a detailed briefing on Public Act 25-1 and the steps towns must take to comply with its mandatory provisions, including deadlines for zoning updates and regional housing planning.
Megan, explaining the statute, said municipalities must update regulations to allow transit-oriented and mixed-use housing and to adjust parking thresholds by July 1, 2026; she described a series of later deadlines for regional housing growth targets and municipal housing growth plans. "The biggest action items to focus on right now are those zoning changes," Megan said, and RiverCOG staff has posted an RFP for a consultant to assist towns in drafting regulatory updates.
RiverCOG staff plans to participate in OPM working groups to help establish methodology for regional and municipal housing targets, and the regional housing committee will serve as the steering committee for the work. Towns will have opportunities to opt in to regional plans or adopt separate municipal plans, and staff emphasized that municipalities have time to decide and that direct technical assistance is available.
The board was urged to forward the CCM webinar notice and to identify planning staff or designated committee members to serve on the steering committee. RiverCOG will circulate a more detailed multi-COG guidance document and host webinars and workshops to support compliance.
