RiverCog approves TIP financial-constraint addendum; meeting schedule and minutes also adopted

RiverCog’s board on record approved an addendum demonstrating financial constraint for the Lower Connecticut River Valley Transportation Improvement Program (TIP) for fiscal years 2025–28, responding to corrective actions identified in the New Haven TMA certification review.
Rob Herriman, RiverCog’s senior transportation planner, said the Appendix G addendum includes tables comparing anticipated revenues and program expenditures by year and funding source and was developed using the EcoActive Project Tracker and existing e-STIP software outputs. He told the board the addendum meets USDOT’s corrective-action requirements and will be appended to the current TIP; staff said a future TIP will incorporate this material into the financial chapter.
A motion to include the addendum as an appendix (with one clerical correction naming Eric as secretary) was made and seconded; the board voted in favor and the motion carried. The minutes of the Oct. 29, 2025 COG and MPO meeting were approved earlier in the meeting by unanimous vote.
Rob also updated members on the Safe Streets and Roads plan, which is in a 30-day public comment period; he said consultant FHI will present the draft for MPO endorsement at the Jan. 28 board meeting. He provided a separate status update on a Route 9 signal-removal project: DOT is finalizing cultural-resource work and permit plans, with NEPA review next, design currently targeted for May 2027 and construction completion projected for November 2031.
The board approved the draft 2026 RiverCog meeting calendar (standing COG dates and executive committee schedule) after Sam Gold presented the proposed fourth-Wednesday schedule and quarterly in-person meetings. The motion to adopt the schedule passed by voice vote.
What happens next: staff will file the TIP addendum with USDOT and incorporate public comments into the Safe Streets and Roads plan ahead of the January MPO endorsement meeting.
