Northwest Hills Council backs CTDOT STIP amendments and prepares for next TRIPS solicitation

COG staff described changes to the Connecticut Department of Transportation’s TRIPS program and presented two STIP amendments that the COG endorsed by voice vote.
Casey and Rob told members the next TRIPS solicitation will require a 20% local match, which may be provided as in-kind contributions, and that the DOT plans a $2,000,000 cap per project. "There is a $2,000,000 project cap that's being introduced," Casey said, and staff encouraged members to review draft TRIPS guidelines and repackage prior applications where feasible.
Jean presented CTDOT STIP Amendment No. 13, which removes a transit-district facility upgrade for battery-electric buses from the FY2025 program and places it as a future-year placeholder; and Amendment No. 14, which adds an advanced-construction phase for a bridge-repair program (moving a project into later STIP years while preserving future federal-aid eligibility). The board moved and seconded motions to endorse both amendments and to acknowledge the STIP project and bridge listings; the chair recorded no opposition and the motions were accepted.
COG staff said they will review draft TRIPS guidance when it is posted and will help member towns position applications to be competitive under the revised scoring and match rules. The DOT’s adjustments to disadvantaged-status scoring and the removal of a COG prioritization limit were noted as potential benefits for member towns’ applications.
