Council approves Project Phoenix, sewer-fund actions; $80,000 transfer cleared with one recusal

The Twentynine Palms City Council approved adjustments for Project Phoenix and the enterprise sewer fund and authorized an $80,000 transfer from the general fund to cover utility connections for the package wastewater treatment plant at Freedom Plaza.

Abigail Hernandez briefed council members on Project Phoenix finances, saying about $185,000 remained from $2.3 million previously committed and noting $1 million remained from housing-bond proceeds restricted to affordable housing uses. For the sewer fund, staff outlined a $1.9 million funding package (primarily an EPA grant) for a USGS study and $1.7 million of construction funding expected from an Economic Development Administration grant and seed funds; staff said roughly $80,000 was needed for utility connections to put the package treatment plant into operation.

Council approved Resolution No. 2607, which included the $80,000 transfer, in a 4‑0 roll‑call vote with one member recused/excused. Staff noted remaining Project Phoenix tasks include business loan program close-outs, facility fixtures at Freedom Plaza, street furniture and public art elements.

What’s next: staff will proceed with the construction and grant closeout tasks and return to council for any necessary contract actions and final budget reconciliations.
