Trustee Stacy said the current drafts could create enforcement ambiguity: what one resident finds unreasonable could be trivial to another. A planning staff member and Trustee Speaker 2 cautioned that some flexibility in language is deliberate to allow enforcement discretion for unexpected situations, such as a vehicle malfunction that causes prolonged noise. Discussants proposed adding time-limited restrictions (for example, 9 p.m.–7 a.m.) for loading/unloading and other specific prohibitions to better align with existing night-hour standards and to avoid language that would in practice ban routine daytime activities.
The board agreed to pause further action on the ordinance and revisit the text once staff redrafts the provisions with clearer, enforceable time windows and enforcement guidance. No formal vote to change the ordinance occurred at the meeting.
