Board members asked finance staff about market timing — including recent and anticipated Federal Reserve action — and how assessed valuation (AV) growth interacts with the district’s debt‑service levy (reported at $0.73 per $100 assessed valuation). Finance staff explained that keeping the levy percentage steady while AVs rise increases the dollars collected and maintains a cushion to prevent future levy increases; higher collections can enable faster debt payoff but levy calculations are managed across bond cycles to smooth taxpayer impacts.
Board members asked for a recap of the district’s AA rating and the factors that contributed to it; staff agreed to restate those credit strengths for public understanding at a future presentation. The remnant parcel and bond sale resolution were informational first readings; no binding action was taken at this meeting.
