Council approves $1.545 million contribution for Simmons Tract green-space protection after debate over allocation rules

Beaufort County Council approved Resolution 2026-05 authorizing the county administrator to execute documents and provide up to $1,545,000 to the Town of Hilton Head for the Simmons Tract, a parcel designated as green space. The motion carried on roll call after extended discussion about regional equity in green-space funding.

Council discussion focused on the green-space referendum's allocation method and whether funds were being spent disproportionately in some regions. One councilor said residents in western parts of the county had received "0" in green-space funds and objected to approving additional money for Hilton Head until other areas had greater access or had made applications. Staff explained the ordinance divides funds by quadrant on a dollar basis (not by acreage), and that the green-space board and application process require willing landowners to apply; staff offered to circulate the ordinance and return to committee to clarify distribution rules.

Supporters of the Simmons Tract contribution described the property as highly desirable green space and emphasized the benefits of preserving it while it remained available. After the debate and a roll-call vote, the resolution passed with a majority in favor and at least one recorded no vote (Councilwoman Brown recorded a no vote during roll call).
