The Town Plan & Zoning Commission voted Dec. 8 to modify a prior condition for the 402 Farmington Avenue development to permit interior-only construction on Saturdays from 7:30 a.m. to 3:30 p.m. but set a seasonal cutoff of April 30, 2026.
Kyle Richards of Metro Realty said the 130-unit building is fully enclosed and that remaining work is largely interior — carpeting, painting, insulation and electrical work — and therefore should not create the kind of exterior noise that prompted an earlier restriction during heavy site work. Richards said any deliveries that could cause disturbance would be scheduled on weekdays and that subcontractor vans would be used for Saturday staffing.
Commissioners pressed on the original rationale for the Saturday prohibition, noting that the condition was added during a period of heavy blasting and exterior construction in 2021. Staff provided proximity figures for nearby homes and property lines (distances ranging roughly from 100–270 feet in the materials shown). Commissioners expressed concern about noise during warmer months when residents might have windows open and suggested limiting Saturday work seasonally. The applicant agreed to work with staff to identify which holidays would be excluded from the Saturday schedule.
A motion to allow interior-only Saturday construction hours, with staff-accepted holiday exclusions and a requirement that Saturday work cease after April 30, 2026, was moved, seconded and approved. The commission recorded the motion as passing; no roll-call tally was printed in the transcript.
Staff will enforce standard conditions and engineering comments and will monitor compliance with the holiday exclusions and the April 30 termination date.
