The North Hunterdon-Voorhees Regional High School District Board of Education moved forward with plans to shift from a committee structure to a "Board of the Whole" model and debated how often to have legal counsel present at meetings.
At the Feb. 24 meeting, board leaders said a recent round of input led to recommendations on meeting norms, agenda structure and liaison roles with sending districts and the PTA. The president said the change aims to streamline work and reduce duplication, while retaining opportunities for action items at a separate monthly action meeting.
Board members raised questions about the potential increase in attorney hours if counsel attended both the monthly working session and the action meeting. Board counsel responded that he would be available on call for working sessions and could limit billing to instances where his immediate advice was needed, or attend executive sessions or action meetings in person. "If there's a hot-button issue that the board anticipates for a particular meeting, that's me — otherwise I can be on call," counsel said.
Several members supported the proposed compromise: counsel would be the default presence at action meetings, be on call for working sessions, and attend executive session when necessary. The board asked administrators and the ad hoc group to pilot the approach next month and return with any recommended adjustments.
The board also discussed communication tools to gather questions in advance and a plan to brief teachers on budget impacts during strategic-planning advisory committee meetings.
The board did not take a final, binding vote to codify counsel presence; members agreed to test the operational approach and revisit it after observing the new meeting rhythm.
